Сегодняшняя историческая экскурсия будет в сравнительно недавнее время - март 2015. В этом месяце сконцентрировались события, значения которых трудно было оценить сразу, но которые определили ход дальнейшей мировой истории.

В России этот месяц начался с похорон Бориса Немцова. Лозунг «Россия будет свободной» продолжает звучать на марше памяти Немцова, но его исполнение отодвигается на неопределенное будущее.

Незадолго перед смертью Немцов начал работу над докладом «Путин. Война» о преступно развязанной войне в Украине, но не успел его закончить.



2 марта 2015 New York Times публикует разоблачительное расследование про то, что Хиллари Клинтон использовала личный емайл во время работы госсекретарем.

“Hillary Rodham Clinton exclusively used a personal email account to conduct government business as secretary of state, State Department officials said, and may have violated federal requirements that officials’ correspondence be retained as part of the agency’s record.
Mrs. Clinton did not have a government email address during her four-year tenure at the State Department. Her aides took no actions to have her personal emails preserved on department servers at the time, as required by the Federal Records Act.
It was only two months ago, in response to a new State Department effort to comply with federal record-keeping practices, that Mrs. Clinton’s advisers reviewed tens of thousands of pages of her personal emails and decided which ones to turn over to the State Department. All told, 55,000 pages of emails were given to the department. Mrs. Clinton stepped down from the secretary’s post in early 2013.
Her expansive use of the private account was alarming to current and former National Archives and Records Administration officials and government watchdogs, who called it a serious breach.“

Про The Financial Crimes Enforcement Network (FinCEN) today imposed a $10 million civil money penalty against Trump Taj Mahal Casino Resort (Trump Taj Mahal), for willful and repeated violations of the Bank Secrecy Act (BSA). In addition to the civil money penalty, the casino is required to conduct periodic external audits to examine its anti-money laundering (AML) BSA compliance program and provide those audit reports to FinCEN and the casino’s Board of Directors.
Trump Taj Mahal, a casino in Atlantic City, New Jersey, admitted to several willful BSA violations, including violations of AML program requirements, reporting obligations, and recordkeeping requirements. Trump Taj Mahal has a long history of prior, repeated BSA violations cited by examiners dating back to 2003. Additionally, in 1998, FinCEN assessed a $477,700 civil money penalty against Trump Taj Mahal for currency transaction reporting violations.
"Trump Taj Mahal received many warnings about its deficiencies," said FinCEN Director Jennifer Shasky Calvery. "Like all casinos in this country, Trump Taj Mahal has a duty to help protect our financial system from being exploited by criminals, terrorists, and other bad actors. Far from meeting these expectations, poor compliance practices, over many years, left the casino and our financial system unacceptably exposed."
Trump Taj Mahal admitted that it failed to implement and maintain an effective AML program; failed to report suspicious transactions; failed to properly file required currency transaction reports; and failed to keep appropriate records as required by the BSA. Notably, Trump Taj Mahal had ample notice of these deficiencies as many of the violations from 2012 and 2010 were discovered in previous examinations.

Before last year, the Bronx golf course had managed to turn a profit of about $500,000 per year — helped by the city paying its water bills and not asking for rent.

“He’s managed to do the impossible: Get this amazing gift from the city, and lose money,” said Geoffrey Croft, of the watchdog group NYC Park Advocates. He said one major problem was “the terrible reputation of the Trump name” in New York, after Trump’s rise as a hard-right politician. Croft also blamed the Trump club’s high greens fees, which top out at $224 per round. Most of the city’s other public courses charge $53 at most.
Trump’s clubhouse is now fully open, which could bring in more revenue for next year.
But now, Trump’s company faces a new challenge in the Bronx: Its four years of free rent are over. Next year, the club will have to pay the city at least $300,000 in fees.

Back then, they were called Communists, or half-breeds, or outside agitators, sexual and moral degenerates, and worse –- they were called everything but the name their parents gave them. Their faith was questioned. Their lives were threatened. Their patriotism challenged.
And yet, what could be more American than what happened in this place? (Applause.) What could more profoundly vindicate the idea of America than plain and humble people –- unsung, the downtrodden, the dreamers not of high station, not born to wealth or privilege, not of one religious tradition but many, coming together to shape their country’s course?
What greater expression of faith in the American experiment than this, what greater form of patriotism is there than the belief that America is not yet finished, that we are strong enough to be self-critical, that each successive generation can look upon our imperfections and decide that it is in our power to remake this nation to more closely align with our highest ideals? (Applause.)
That’s why Selma is not some outlier in the American experience. That’s why it’s not a museum or a static monument to behold from a distance. It is instead the manifestation of a creed written into our founding documents: “We the People…in order to form a more perfect union.” “We hold these truths to be self-evident, that all men are created equal.” (Applause.)
These are not just words. They’re a living thing, a call to action, a roadmap for citizenship and an insistence in the capacity of free men and women to shape our own destiny. For founders like Franklin and Jefferson, for leaders like Lincoln and FDR, the success of our experiment in self-government rested on engaging all of our citizens in this work. And that’s what we celebrate here in Selma. That’s what this movement was all about, one leg in our long journey toward freedom. (Applause.)
The American instinct that led these young men and women to pick up the torch and cross this bridge, that’s the same instinct that moved patriots to choose revolution over tyranny. It’s the same instinct that drew immigrants from across oceans and the Rio Grande; the same instinct that led women to reach for the ballot, workers to organize against an unjust status quo; the same instinct that led us to plant a flag at Iwo Jima and on the surface of the Moon. (Applause.)
It’s the idea held by generations of citizens who believed that America is a constant work in progress; who believed that loving this country requires more than singing its praises or avoiding uncomfortable truths. It requires the occasional disruption, the willingness to speak out for what is right, to shake up the status quo. That’s America. (Applause.)
That’s what makes us unique. That’s what cements our reputation as a beacon of opportunity. Young people behind the Iron Curtain would see Selma and eventually tear down that wall. Young people in Soweto would hear Bobby Kennedy talk about ripples of hope and eventually banish the scourge of apartheid. Young people in Burma went to prison rather than submit to military rule. They saw what John Lewis had done. From the streets of Tunis to the Maidan in Ukraine, this generation of young people can draw strength from this place, where the powerless could change the world’s greatest power and push their leaders to expand the boundaries of freedom.
They saw that idea made real right here in Selma, Alabama. They saw that idea manifest itself here in America.
Because of campaigns like this, a Voting Rights Act was passed. Political and economic and social barriers came down. And the change these men and women wrought is visible here today in the presence of African Americans who run boardrooms, who sit on the bench, who serve in elected office from small towns to big cities; from the Congressional Black Caucus all the way to the Oval Office. (Applause.)
Because of what they did, the doors of opportunity swung open not just for black folks, but for every American. Women marched through those doors. Latinos marched through those doors. Asian Americans, gay Americans, Americans with disabilities -- they all came through those doors. (Applause.) Their endeavors gave the entire South the chance to rise again, not by reasserting the past, but by transcending the past.
What a glorious thing, Dr. King might say. And what a solemn debt we owe. Which leads us to ask, just how might we repay that debt?
First and foremost, we have to recognize that one day’s commemoration, no matter how special, is not enough. If Selma taught us anything, it’s that our work is never done. (Applause.) The American experiment in self-government gives work and purpose to each generation.
Selma teaches us, as well, that action requires that we shed our cynicism. For when it comes to the pursuit of justice, we can afford neither complacency nor despair.

The Obama administration said Wednesday that it would provide another $75 million in nonlethal aid to Ukraine’s military. It also imposed sanctions against a handful of pro-Russian separatists and others blamed for fomenting the civil war that has torn apart Ukraine’s eastern regions.
The new aid does not include the weapons that Ukraine has sought and that many administration officials and members of both parties in Congress have urged President Obama to provide. Vice President Joseph R. Biden Jr. called President Petro O. Poroshenko of Ukraine to tell him about the additional aid. The White House cited reports that Russia and its proxy fighters in Ukraine were not fully abiding by a cease-fire negotiated last month in Minsk, the capital of Belarus. It said Russian military personnel were still fighting alongside the separatists, additional weapons had been sent across the border, and monitors from the Organization for Security and Cooperation in Europe had been blocked.
“We do continue to have concern about the commitment of the Russians and the Russian-backed separatists to live up to the commitments they made in Minsk,” said Josh Earnest, the White House press secretary. “That failure on their part only puts Russia at greater risk of facing additional costs.”
Critics said the announcement simply underscored the fecklessness of Mr. Obama’s approach because it ignores the pleas for arms like antitank weapons.
“This aid will be completely ineffective,” said Cory Fritz, a spokesman for the House speaker, John A. Boehner, Republican of Ohio. “The Ukrainians are begging for help, and the Congress is begging the administration to provide the defensive lethal assistance we authorized in December. Our allies deserve better.”
Democrats and Republicans on the Senate Foreign Relations Committee were unified on Tuesday in urging Mr. Obama to send arms and expressed disappointment that he so far has refused to.
But Mr. Earnest said that “the president’s very mindful of the potential risk associated with providing additional lethal military assistance to the Ukrainians.”
Among other things, he said, it could lead to an escalation of violence rather than an end to it. “It’s likely to lead to greater bloodshed,” he said. “We’re trying to avoid greater bloodshed.”

Three days after that broadside, when we sat down at Nike’s headquarters outside Portland, Ore., Obama still seemed unusually irritated.
“Think about the logic of that, right?” he went on. “The notion that I had this massive fight with Wall Street to make sure that we don’t repeat what happened in 2007, 2008. And then I sign a provision that would unravel it?
“I’d have to be pretty stupid,” Obama said, laughing. “This is pure speculation. She and I both taught law school, and you know, one of the things you do as a law professor is you spin out hypotheticals. And this is all hypothetical, speculative.”
Obama wasn’t through. He wanted me to know, in pointed terms, that for all the talk about her populist convictions, Warren had a personal brand she was trying to promote, too.
“The truth of the matter is that Elizabeth is, you know, a politician like everybody else,” he said. “And you know, she’s got a voice that she wants to get out there. And I understand that. And on most issues, she and I deeply agree. On this one, though, her arguments don’t stand the test of fact and scrutiny.”

There are several reasons to support the TPP despite globalization concerns. First, the TPP — which seeks to govern exchange of not only traditional goods and services, but also intellectual property and foreign investment — would promote trade in knowledge-intensive services in which U.S. companies exert a strong comparative advantage. Second, killing the TPP would do little to bring factory work back to America. Third, and perhaps most important, although China is not part of the TPP, enacting the agreement would raise regulatory rules and standards for several of China’s key trading partners. That would pressure China to meet some of those standards and cease its attempts to game global trade to impede foreign multinational companies.
Since 2000, America has lost 5 million manufacturing jobs. Regions that specialized in apparel, footwear, furniture, home electronics, toys and sports equipment — industries in which China achieved explosive growth — have seen factories close and wages for local workers flatten. Our research indicates that rising import competition from China accounted for 21 percent of the overall decline in U.S. employment in manufacturing industries during the 1990s and 2000s. The wave of automation that replaced middle-class jobs available to workers without a college education added to those losses. We sympathize with the regions and families that suffered, but halting TPP would not assist U.S. manufacturing or benefit U.S. workers. The reality is that the globalization of manufacturing is a fait accompli. Those manufacturing jobs are not coming back.

Trump spoke with Xi Jinping by phone on June 18, ahead of 2019’s Osaka G20 summit, when they would next meet. Trump began by telling Xi he missed him, and then said that the most popular thing he had ever been involved with was making a trade deal with China, which would be a big
plus politically. They agreed their economic teams could continue meeting. The G20 bilateral arrived, and during the usual media mayhem at the start, Trump said, “We’ve become friends. My trip to Beijing with my family was one of the most incredible of my life.”
With the press gone, Xi said this is the most important bilateral relationship in the world. He said that some (unnamed) political figures in the United States were making erroneous judgments by calling for a new cold war, this time between China and the United States. Whether Xi meant to finger the Democrats, or some of us sitting on the US side of the table, I don’t know, but Trump immediately assumed Xi meant the Democrats. Trump said approvingly that there was great hostility among the Democrats. He then, stunningly, turned the conversation to the coming US presidential election, alluding to China’s economic capability to affect the ongoing campaigns, pleading with Xi to ensure he’d win. He stressed the importance of farmers, and increased Chinese purchases of soybeans and wheat in the electoral outcome. I would print Trump’s exact words, but the government’s prepublication review process has decided otherwise.

It goes on to state that a major U.S. political pa1ty [hereinafter "POLITICAL PARTY 1"], would likely obtain control over the U.S. government after the 2016 elections; that POLITICAL PARTY 1 is "traditionally associated with negative and aggressive foreign policy, particularly with regards to Russia. However, now with the right to negotiate seems best to build konstruktivnyh [sic] relations;" and that "[c ]entral place and influence in the [POLITICAL PAR1:Y 1] plays the [GUN RIGHTS ORGANIZATION]. The [GUN RIGHTS ORGANIZATION] [is] the largest sponsor of the elections to the US congress, as well as a sponsor of The CPAC conference and other events."
The March 24, 2015 email further highlighted BUTINA's relationship with the GUN RIGHTS ORGANIZATION's leadership, including her attendance at events in the United States and BUTINA's and the RUSSIAN OFFICIAL's connections to officials of the GUN RIGHTS ORGANIZATION. BUTINA described recent visits to the United States, including references to instances when she was introduced to POLITICAL PARTY 1 leaders as a "representative of informal diplomacy" of the Russian Federation. BUTINA's project proposal concluded by noting, "[t]he resulting status needs to be strengthened is in the current time interval, before the presidential election in 2016," and requesting a budget of $125,000 for BUTlNA to participate in "all upcoming major conferences" of POLITICAL PARTY 1.

The event, which took place at a Holiday Inn on Sunday, centered around the preservation of “national identity and culture” by embracing Christian traditions and denouncing globalism, multiculturalism and American influence. But in reality, it was further evidence of a strengthening alliance between American extremists and their European counterparts.
Sharing the dais with Taylor and Dickson were more than 30 representatives from groups including Greece’s Golden Dawn, the National Democratic Party of Germany, Italy’s Forza Nuova, the Russian Imperial Movement, as well as the former head of the British National Party (BNP), Nick Griffin.

A motley crew of representatives of fringe right-wing political organizations in Europe and the United States used a conference here on Sunday to denounce what they called the degradation of white, Christian traditions in the West. I think I can also imagine that some of them, they will be caught out, oh, saying rude things about blacks or rude things about Mexico, and there will be little scandals here and there. But there will be a great number who will infiltrate his administration, his campaign, his advisers in ways that cannot but be extremely useful both to Trump and to us.

Now, after only three appearances on that Comedy Central show, Mr. Noah has gotten a huge and unexpected promotion. On Monday, Comedy Central announced that Mr. Noah would be the new host of “The Daily Show,” succeeding Mr. Stewart after he steps down later this year.

31 марта 2015 кабинет министров Украины одобряет пакет законов о декоммунизациии, в том числе «О доступе к архивам репрессивных органов коммунистического тоталитарного режима 1917—1991 годов» и «Об осуждении коммунистического и национал-социалистического (нацистского) тоталитарных режимов в Украине и запрете пропаганды их символики». Законы будут позже приняты Радой и подписаны президентом Порошенко.

19 марта газета "Коммерсант" рассказала о планах коммунистов увековечить память Сталина к 70-летию Победы установкой памятников, мемориальных досок и переименованием улиц в городах РФ. В ходе опроса "Левада-Центра" выяснилось, что к идее установки памятника 37% россиян относятся положительно, 25% отрицательно, а 29% этот вопрос безразличен. Каждый десятый (10%) затруднился с ответом.
